It is obvious to get a domain name to start a website, starting a website with a free domain of .co.cc or something is not valuable that much, However web hosting is also needed for setting up a blog/website, but if your budget is very low and not suitable then you can try free web hosts like geocities, tipod, freeweb7 etc.

If you want to start a blog and let people know who you are and what you do then, the advantages of having a domain are:
• Your blog will be more prestigious and will look and sound better with a .com or some other tld
• Your blog can have your own ads, free domain or host give you limited access with their ads.
• Your blog can shift from one server to another with total DNS management.
• Your blog can be sold for the rate you desire, it can be pushed and transferred to almost any registrar, where as free domains give you limited access.
